The Low Carbon Agriculture Support Project Management Unit of Nam Dinh Province reports the results of the first quarter of 2016 and the implementation plan for the second quarter of 2016 as follows:

Component 1: Livestock waste management

3. Training results on introduction of benefits of biogas plant construction / installation, environmental protection in livestock
There were 09 classes in 7 districts with 583 delegates (including men: 383 delegates, women: 200 delegates).

Component 2. Credit component

Implementing the Official Letter No. 409 / DANN-LCASP dated March 7, 2016 of the Central Low Carbon Project Management Board on announcing the working schedule of credit finance consultants, project management board Provincial LCASP has had a meeting with the consulting team.

The provincial project management board has assigned technical staff to work with three financial institutions: the Bank for Social Policies and the Provincial Bank, the Bank for Agriculture and Rural Development, the Cooperative Bank (Coopbank).

At the same time, the Board sent staff led by two delegations of central financial consultants to conduct surveys and assessments at livestock producers who will build and install biogas plants and farms. Province.

Component 3. Transfer of low carbon agricultural production technologies

Coordinate with the central consultant team on comprehensive management of animal wastes to conduct surveys, surveys and assessments at some large farms in the province.

Select five farms that are expected to be pilot demonstration sites and send the list to the PTF.

Component 4: Project Management Expenditure

Other activities

1. Organize a conference to review the results of the project implementation in 2015 and implement the work plan for 2016.

2. In accordance with Official Letter No. 2818 / DANN-LCASP dated 31/12/2016 of the Central Project Management Board on the assessment of the capacity of the masons / biogas workers,

- Announcement posted on the website of the provincial Department of Agriculture and Rural Development;

- Post the notice on 3 issues of Nam Dinh;

- Send notice No. 11 / TB-PMU LCASP to biogas builder teams in the province.

By the end of February 15, 1616, no construction team / enterprise submitted the application for LCASP provincial project management.

On February 19, 2016, the Provincial Project Management Board sent Document 20 / PMU LCASP to report on the evaluation of the capacity of the masons / biogas workers to submit to the PTF / CPMU.

3. Implement Official Letter 349 / DANN-LCASP dated 29/02/2016 of the Central Low Carbon Project Management Board on Supporting Implementation of Package 17, Provincial Project Management Board. In collaboration with Sao Viet Printing Joint Stock Company, the Consultative Meeting on "Compiling, publishing, disseminating information on low carbon agricultural production" was held in collaboration with Sao Viet Printing Joint Stock Company to the provincial PMBs, district technicians, Builder, installer biogas works.

4. Synthesize the statement of final account of 2015.

5. Update monitoring / evaluation data as requested by PTF / CPMU.

6. Develop a detailed plan for project implementation in 2016 and approved by PMU in Official Letter No. 444 / DANN-LCASP dated 08/3/2016 and Nam Dinh Department of Agriculture and Rural Development in Decision Decree No. 73 / QD-SNN dated 11/3/2016.

7. Made more than 2,000 worksheet and sent it to the comrades who are technicians in biogas plant construction / installation to introduce the information about the project.

8. Full implementation of information reporting to PTF / CPMU.

III. PROPOSED PLAN FOR IMPLEMENTATION OF Q2 2016

Component 1: Livestock waste management

1. Installation / construction of biogas works:
Estimated about 400-500 works

2. Organize training course on operation of biogas plant, ensuring environment in animal husbandry.
About 8-12 classes

3. Organize training on introducing benefits of biogas plant construction / installation.
It is expected to hold 10 classes

4. Print flyers: estimated to print about 10,000 sheets

5. Propaganda and broadcasting on the mass media (provincial, district and commune radio and television stations).

6. Check documents, request for financial support for households who have built / installed the biogas plant under the project.

7. Updating monitoring and evaluation data at the request of the PTF / CPMU.

8. Inspecting and monitoring the existing biogas plant to ensure the environment.

9. Training and education for farmers: 25 technology classes suitable for low carbon agricultural production (composting).

Component 3. Transfer of low carbon agricultural production technologies

1. Organize workshops to identify the needs for the development and selection of pilot demonstration and technology demonstration models that have been successfully researched for farmers and staff.

IV. ADVANTAGES, DIFFICULTIES, RECOMMENDATIONS

4.1. Advantage:

- Staff involved in the project enthusiasm, enthusiasm, high responsibility (central, provincial).

- Quarter II / 2014 is a favorable time for construction and installation of biogas plants due to less care, rice harvest, dry weather, easy to deploy.

4.2. Difficult:

- Due to the influence of weather (rain gusts, cold) and Lunar New Year holidays, in the first quarter of 2014, the quantity of biogas plants to be built and installed is limited.

4.3. Request:

- Effective implementation of the Credit Component: transferable, additional financial institution participation (eg Social Policy Bank).

- Early implementation guidelines for comprehensive management of animal waste and low carbon agricultural production.
