Quarter II report on the results of implementation and implementation of the Third Quarter Low Carbon Agriculture Support Project 2015 in Phu Tho Province

I. PROJECT ACTIVITIES IMPLEMENTED QUARTERLY II / 2015

Component 1: Livestock waste management

Sub-component 1.1. Comprehensive management of animal waste and development of Clean Development Mechanism (CDM)

In the second quarter of 2015, 46 training courses for farmers on biogas exploitation were conducted in the province with a total of 1,058 participants. In which, the number of female participants: 319 people, accounting for 30.15% of total participants.

Sub-component 1.2. Support the development of biogas works

Deploying to localities registered for building biogas works in 2015, up to now, 3,012 households registered to build small biogas plants; 10 households registered to build medium and large biogas plants.

Organize for households who have registered to build biogas biogas plant construction. In the second quarter of 2015, 504 projects will be built; Accumulated from the beginning of the project: 2,149 works were built.

Component 3. Transfer of low carbon agricultural production technologies

Constructed 11 low carbon agricultural models were reported to the Central LCASP Project Management Unit.

Component 4: Project Management Expenditure

To comply with current state regulations and project implementation manual.

II. RESULTS OF QUARTERLY FINANCIAL RESULTS II / 2015

In the second quarter disbursed VND1,709,766,400. Inside:
+ Component 1: VND 1,565,075,000;
+ Component 4: VND 144,691,400.

III. PROPOSED PLAN FOR IMPLEMENTATION OF QUARTER III / 2015
1. Organization:
Strengthen the personnel of the new PMU to ensure timely implementation of the project

2. Professional career:
Component 1: Livestock waste management
- Subcomponent 1.1. Comprehensive management of animal waste and development of Clean Development Mechanism (CDM)

+ To publish the news in Phu Tho newspaper to propagandize the comprehensive management of animal waste; Constructing 01 propaganda theme on comprehensive management of animal waste to be broadcast on Phu Tho province's television station is expected to broadcast 20 times in the third quarter of 2015.
+ Organize 03 seminars to select criteria and livestock producers will build medium and large scale biogas plant (01 day per class, 38 people).
+ Organize 50 training courses on biogas plant operation, ensuring the environment in animal husbandry (02 days for each class, 23 people).

- Subcomponent 1.2. Support the development of biogas works
+ Organize for households who have registered to build Biogas biogas plant. It is expected that in the third quarter of 2015, construction / installation of 1000 biogas plants.

Component 3. Transfer of low carbon agricultural production technologies
- Sub-component 3.1. Promote low carbon agricultural applications

Organize 01 study tours in the country exchange learning research on biogas technology and management of animal waste in 4 days and 20 participants.

- Sub-component 3.2. Building low carbon agricultural models
Organized 03 workshops to identify the demand for the construction and selection of the demonstration model of animal waste management for agricultural production.

Component 4: Project Management

To comply with current state regulations and project implementation manual.

3. Provincial counterpart fund, expected disbursement of third quarter
- Provincial capital plan: total VND 202,000,000, of which:
+ Salary: 151 million VND
+ Fund for the tour: VND 51,000,000

- Expected disbursement: VND 202,000,000

IV. ADVANTAGES, DIFFICULTIES, RECOMMENDATIONS
4.1. Advantage:

- The technicians and masonry staffs of the districts have much experience in the province.
- In localities, the biogas plants that have been built in previous years have achieved good results, so many people registered to build biogas plants.
- During the implementation process, the PMU received much attention and facilitated the work of the Central LCASP PMU, DARD of Phu Tho province and other localities in Phu Tho province.

4.2. Difficult:
- In some districts, the number of technicians and masons is lacking compared to actual needs; Some biogas plants have been built and put into use but people have not been trained yet.
- There is no reciprocal capital of the province so there is no salary source for staff involved in project management.
- Due to the change of the new PMUs, the progress of some tasks is still slow such as financial support for households building biogas plants, registration for LCASP models in the province.

4.3. Request:
- Supplementary training costs for technicians and masons to meet the construction needs of the districts.
- The People's Committee of Phu Tho Province shall provide counterpart funds for the project to ensure the progress of the project.
