Request For Expression Of Interest - Package No.29: Research on the treatment of sludge sediment in shrimp farming
  1. The Socialist Republic of Vietnam has received financing from the Asian Development Bank (ADB) toward the cost of Low Carbon Agricultural Support Project (LCASP) and intends to apply a portion of the proceeds for consulting services under this notice. The objective of LCASP is to increase the uptake of climate smart agriculture waste management practices (CSAWMP) as measured by the increased use of clean biogas energy and organic bio-slurry fertilizers. The LCASP will also improve the capacity of various stakeholders by disseminating skill and knowledge of established good CSAWMP to beneficiaries and is implementing in 10 provinces: Bac Giang, Ben Tre, Binh Dinh, Ha Tinh, Lao Cai, Nam Dinh, Phu Tho, Soc Trang, Son La and Tien Giang for 6 years (2013 – 2018).

The consulting services (“the Services”) include the implementation of research, testing and finishing technological process for the sludge sediment treatment in the industrial scale shrimp farming ponds for safe shrimp production, technological process for treatment and re-utilization of shrimp farming pond and developing models of treatment and re-utilization of shrimp farming pond (sludge and wastewater) in some piloting project’s provinces

On behalf of the Ministry of Agriculture and Rural Development (“the Employer”), Central Project Management Unit (CPMU) of LCASP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant’s expressions of interest shall be evaluated based on: (i) eligibility, (ii) management competence, (iii) technical competence, and (iv) geographical experience.
  1. The attention of interested Consultants is drawn to paragraph 1.10 of the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers, July 2013 (“Consultant Guidelines”), setting forth the Asian Development Bank’s policy on conflict of interest.
  1. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
  1. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
