The Low Carbon Agricultural Support Project (LCASP), which has a total budget of $ 84 million, has been implemented in 10 provinces for six years (6/2013 - 6/2019), consisting of three main components.

Small biogas digs great effect

The US $ 84 million Low Carbon Agricultural Support Project (LCASP) has been implemented in 10 provinces for 6 years (from 6/2013 to 6/2019), consisting of 3 main components: Component 1 is management Comprehensive management of animal waste ($ 20 million). Component 2 is biogas development credit ($ 42 million). Component 3 is the research and technology transfer of low-carbon agricultural production (US $ 16 million). Component 4 is project management ($ 6 million in both provisions).

Most biogas digester (KSH) built by the people is smaller than 20m3. Through the project investigation, a small biogas reactor of about 9m3 was sufficiently supplied with gas for 6 households.

Investment in small-scale biogas plants has brought about high economic efficiency (people save money on fuel, firewood), environment (reduce odor pollution, water pollution), society (reduce cooking time) Of women and children, reduce smoke pollution affect people's health).

Financial support for people building small biogas plants is needed. The government needs some financial support to increase the attractiveness of investing in small biogas plants, helping the livestock farmers invest in the environment in a sustainable way.

"The project is currently supporting 3 million VND / small biogas tunnel. If the increase of 5 million VND under Decision 50 of the Prime Minister, many households will borrow credit or invest money themselves to invest in biogas.

Medium and large biogas: Not effective enough

Through the survey of the project, medium and large biogas plants have not brought the desired investment, environment and social efficiency. In particular, people use only a small amount of gas for cooking, some run on generators but are ineffective due to poor quality imported Chinese technology, low quality gas filters, electricity Low cost grid, gas generation not connected to grid.

Medium and large biogas generators usually discharged gas to the environment, few farms burned due to fire and explosion, wastewater after biogas is not standard. The policy of having biogas pits to treat farm-scale animal waste is not really suitable for Vietnam's conditions, unsustainable and has bad social consequences (psychological coping with groups Check the environment, people around conflict because of severe water pollution).

The project's comprehensive treatment of farm-scale animal waste is a right move, and if successful, results in high economic, environmental and social benefits. The project has proposed that the Asian Development Bank (ADB) and the Government of Vietnam review the development of medium and large biogas plants as the sole and mandatory waste treatment solution for farms. For the reasons above.

The project is building models and research for the purpose of: Construction of biogas tunnel to meet the needs of gas (for cooking, electricity ...); Apply other animal waste treatment methods such as stool pressing machine to make organic fertilizer production and worm culture.

Based on the actual implementation of the project over the past three years, the project proposes: Continuing financial and credit support for small scale households to build biogas tunnels to ensure effective environmental treatment. Firmly and implement international commitments.

The goal of MARD in Decision 3119 is to build 500,000 small biogas digester plants in the period 2010-2020 and 500,000 small biogas digester plants in the period 2021-2030. Simultaneously, the policy on compulsory medium and large-scale biogas was changed as the only means of livestock waste treatment. Model replication has successfully implemented the project.

+ Component 1: The initial target of the project was 36,000 small biogas reactors (50 m3 or less), 40 medium biogas reactors (from 51 to 499m3) and 10 large biogas reactors (more than 500m3). Up to 30/6/2016, has completed 38,000 small biogas, 4 medium tunnel. + Component 2: Commercial banks. + Component 3: Identified models and studies to overcome the disadvantages of medium and large biogas plants, completed the design of models to be ready for implementation in the remaining 3 years of the project.
